Aire ouverte : Understanding and scaling up the principles, practices and values of Quebec’s youth services to inform research, policy and service integration in a pan-Canadian context

Youth is a period of promise. It is also when mental health and substance use problems often emerge. Yet only few youths have access to quality care. They often face long wait-times; complicated pathways; and poor-quality, unfriendly services. In Canada and elsewhere, integrated youth services (IYS) are being built to solve these problems by providing a ‘one-stop shop’ of mental, physical, and sexual health, substance use, work and study supports, and peer support. IYS also involve youth and families in designing services. Quebec’s IYS initiative is called Aire ouverte. Currently, there are 6 Aire ouverte hubs and about 30 more will soon open. In order for Aire ouverte hubs to develop rapidly, offer quality services and stay close to youth-friendly values, we need to understand what is involved in building such services, who is involved, for whom these services are designed, etc. We also need to understand the role of Aire ouverte in schools, community organizations, hospitals, etc. in Québec. To do this, this project will use many methods (interviews, reviewing documents, looking at data from hubs, etc.) involving all key groups (youth, families, staff, managers, policymakers). We will use surveys to identify what Aire ouverte hubs should do; how progress toward these goals must be evaluated; and how hubs can use data to continually learn and improve. Our team includes youth, families, a decision-maker from the Ministry of Health and Social Services, researchers, Aire ouverte managers and staff, and community organizations. We will continue to partner with them and share our findings widely and creatively to make sure that our research makes sense and actually changes services and policy. Our team will pay attention to equity so that all young Quebecers can receive the support they need for their well-being. Our findings will also guide IYS in the rest of Canada.
